PENNSYLVANIA — The Pennsylvania Department of Transportation (PennDOT) has received the green light from the Pennsylvania State Supreme Court to continue suspension and debarment proceedings against Glenn O. Hawbaker, Inc., a state contractor. The decision, issued on Wednesday, November 22, 2023, reaffirms PennDOT’s authority to hold companies accountable for their actions.
PennDOT initiated administrative proceedings in 2021 against Glenn O. Hawbaker, Inc. following allegations of theft from the company’s employees amounting to $20 million. The charges were filed by then-Attorney General Josh Shapiro. Despite Glenn O. Hawbaker pleading no contest to these charges, the company had attempted to halt PennDOT’s administrative proceedings.
This ruling by the State Supreme Court now allows PennDOT to resume the process it began in 2021, determining whether Glenn O. Hawbaker should remain pre-qualified to bid on PennDOT contracts.
