HARRISBURG, PA — On Tuesday, March 14, the Pennsylvania State Police (PSP) held a promotion ceremony in Harrisburg to honor the advancement of 11 members, including three majors, six captains, one lieutenant, and one troop administrative manager. The selections, announced by Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, highlight the department’s emphasis on leadership and dedication to public service.
Majors
- Major Norman J. Cramer has been assigned as Area III Commander. A member of the PSP since 1993, Major Cramer’s promotion reflects nearly three decades of service, with prior advancements to captain in 2022, lieutenant in 2017, sergeant in 2014, and corporal in 2000.
- Major Lisa Jobe, now serving as director of the Bureau of Liquor Control Enforcement, joined the State Police in 2002. She has consistently risen through the ranks, achieving captain status in 2022, lieutenant in 2018, sergeant in 2016, and corporal in 2012.
- Major Mark A. Magyar has been named director of the Bureau of Communications and Information Services. Major Magyar enlisted in 2003 and has progressed steadily, earning the rank of captain in 2022, lieutenant in 2017, sergeant in 2013, and corporal in 2008.
Captains
- Captain Dale J. Brown will lead Troop E, Erie, following a 20-year career in PSP that includes promotions to lieutenant in 2018, sergeant in 2013, and corporal in 2009.
- Captain Jason C. Haines assumes duties as commanding officer of Troop H, Harrisburg. Enlisting in 2006, Captain Haines advanced to lieutenant in 2022, sergeant in 2018, and corporal in 2016.
- Captain Michael Joyce has been appointed executive officer to the deputy commissioner of Administration and Professional Responsibility. His career milestones include promotions to lieutenant in 2020, sergeant in 2016, and corporal in 2013.
- Captain Adam Reed, PSP’s new assistant director of the Office of Community Engagement, began his service in 2006, reaching lieutenant in 2021, sergeant in 2018, and corporal in 2016.
- Captain James A. Reinard is now director of the Special Investigations Division, Bureau of Criminal Investigation. Since joining PSP in 2001, he has earned promotions to lieutenant in 2021, sergeant in 2018, and corporal in 2011.
- Captain Brian Wolfe will oversee the Bureau of Staff Services, Transportation Division, having joined PSP in 2006 and ascending to lieutenant in 2019, sergeant in 2016, and corporal in 2013.
Lieutenant and Administrative Manager
- Lieutenant Alan Zulick has been named section commander of the Use of Force, Operational Training Division within the Bureau of Training and Education. Zulick enlisted in 2010 and previously achieved the ranks of sergeant in 2021 and corporal in 2017.
- Troop Administrative Manager Whitney E. Mutterspaugh will serve with Troop H, Harrisburg. Beginning her PSP career in 2004, Mrs. Mutterspaugh has held progressive roles, including police communications operator, station clerk, and administrative officer.
The ceremony not only celebrated individual accomplishments but also emphasized the Pennsylvania State Police’s unwavering commitment to professionalism and leadership across the agency.
