MIDDLETOWN, PA — In a remarkable achievement, the Pennsylvania Lottery has announced a profit exceeding $1.22 billion for the 2023-24 fiscal year. This marks the 13th consecutive year the Lottery has generated over $1 billion, consistently upholding its commitment to senior programs across the state. These funds play a critical role in supporting property tax and rent rebates, free and reduced-fare transportation, and prescription assistance, among other essential services for older Pennsylvanians.
Secretary of Revenue Pat Browne expressed satisfaction with the Lottery’s performance, stating, “We are thrilled to report that the Pennsylvania Lottery continues to deliver for older Pennsylvanians. This is a reminder that the slogan you see with our products — Benefits Older Pennsylvanians, Every Day — is much more than just a tagline.” He lauded the contributions of the Lottery’s employees, players, and retail partners in fulfilling the organization’s mission.
The impressive profit was driven by substantial sales across both traditional and online gaming platforms. Traditional games, encompassing Scratch-Off tickets and popular Draw Games such as Powerball® and Mega Millions®, accounted for $4.79 billion in sales. Despite a $246 million dip in Scratch-Off games sales, which totaled over $3.1 billion, these games still represented 65% of total traditional sales.
Retail Draw Games performed robustly, generating over $1.4 billion, which reflects a $29 million increase from the previous fiscal year. This uptick was largely fueled by high-profile jackpots in games like Powerball® and Mega Millions®. The online gaming sector also showed strong growth, with $1.04 billion in sales. Online eInstant games alone witnessed a significant increase of $103 million, totaling $975.8 million, while Online Draw Game ticket sales rose by 25.4% to $62.9 million.
Monitor Games, including Keno and Xpress Sports, contributed approximately $49.7 million to the fiscal year, slightly down by 2% from the previous year. The Lottery paid out more than $3.2 billion in traditional game prizes, marking a decrease of $102 million from the previous year. Nonetheless, 87 tickets won $1 million or more during this period.
Online prize payouts also saw a boost, with winners of eInstant games receiving over $862.8 million, marking an increase of $90.5 million from the prior year.
The operational success of the Pennsylvania Lottery is further supported by its network of over 10,000 licensed retailers statewide. These retailers, many of which are small and family-owned businesses, earned approximately $276.5 million in sales commissions, underscoring their vital role in the Lottery’s ecosystem.
As a bureau within the Pennsylvania Department of Revenue, the Lottery continues efforts to enhance the lives of older residents through sustainable financial strategies and community involvement.
