Pennsylvania Launches $800,000 Global Access Program to Boost Small Business Exports

HARRISBURG, PA — The Pennsylvania Department of Community and Economic Development (DCED) has announced the opening of applications for $800,000 in funding through its Global Access Program (GAP), aimed at assisting small businesses in expanding their reach to international markets. This initiative underscores the state’s commitment to fostering economic growth by enhancing the global competitiveness of its local enterprises.

The Global Access Program is structured to provide small businesses with the financial resources necessary to explore and penetrate foreign markets. Recognizing the diverse needs of businesses, the program offers flexibility in how funds can be utilized. Eligible expenses include participation in international and domestic trade shows, foreign market sales trips, translation and interpreter services, and shipping of sample products. This approach allows companies to tailor their export strategies according to specific market demands and opportunities.

Deputy Secretary of International Business Development, David Briel, emphasized the strategic importance of the program, stating, “The Shapiro Administration is making meaningful investments to help position Pennsylvania as an economic leader, and the Global Access Program is another tool that is helping us do just that.” This initiative aims to capitalize on the state’s economic potential by enabling Pennsylvania businesses to extend their influence and products globally.

Funded through the federal Small Business Administration’s State Trade Expansion Program (STEP), the GAP has a proven track record of assisting small businesses in securing international customers and expanding their market presence. Since its inception in 2011, STEP has facilitated numerous grants that have empowered small enterprises to navigate the complexities of international trade successfully.

Eligibility for GAP requires businesses to be export-ready and comply with the Small Business Administration’s standards. Interested businesses can apply for the program through the DCED’s online portal, where further information is also available.

The Office of International Business Development (OIBD) within DCED offers a suite of services to support businesses at various stages of growth. These services include the development of market entry strategies, connections to international buyers and partners, support for trade shows and missions, and comprehensive market research. Such resources are designed to enhance the capacity of Pennsylvania businesses to compete on the global stage.

In the previous year alone, the OIBD has supported 643 Pennsylvania companies, resulting in exports exceeding $584.6 million and attracting over $489 million in international investments to the state. These activities have significantly contributed to the local economy, supporting more than 12,600 jobs across Pennsylvania.

The launch of the Global Access Program signifies a continued effort by the state to bolster its economic landscape by empowering small businesses to explore and establish themselves in international markets.
