Pennsylvania Joins Multi-State Internet Gaming Agreement, Expanding Online Poker Opportunities

HARRISBURG, PA — Governor Josh Shapiro officially signed an agreement on Wednesday, April 23, that makes Pennsylvania the sixth member of the Multi-State Internet Gaming Agreement (MSIGA) for online poker. This move is set to enhance player experiences and expand the potential market for online gaming, solidifying Pennsylvania’s leadership in the gaming industry.

Joining states like New Jersey, Nevada, Delaware, Michigan, and West Virginia, Pennsylvania brings its substantial base of approximately 150,000 online poker players into the shared market. This membership increases the total online poker player pool by over 50%, now encompassing more than 38 million Americans. Governor Shapiro framed the agreement as both a competitive and economic advantage for the Commonwealth.

“This is a commonsense step to support hundreds of thousands of Pennsylvanians, grow our economy, and bring in more revenue to support our schools, our seniors, our small businesses, and more,” said Shapiro. “Three of our neighbors are already part of this agreement – and with this action today, we’re making sure Pennsylvania remains competitive in a rapidly growing online market.”

The new arrangement offers Pennsylvania poker players larger prize pools without increased buy-in costs. For players, this expanded market means heightened competition, increased accessibility, and additional safeguards with regulated platforms. Leading platforms such as BetMGM and PA Borgata Online are already slated to include Pennsylvanians in multi-state games beginning today, April 28, 2025, with other operators expected to follow.

Pennsylvania’s gaming industry, which includes 17 retail casinos and 22 online casino gaming sites, supports more than 15,000 jobs and generates nearly $2.7 billion annually in tax revenue. This revenue is distributed for various state benefits, such as school property tax reductions, agricultural purchases, and grants across all 67 counties, reinforcing the industry’s key role in the state’s economy.
