Pennsylvania DHS Highlights New Research to Support Individuals with Disabilities

HARRISBURG, PA — The Pennsylvania Department of Human Services (DHS) has released the latest edition of the Positive Approaches Journal, a resource dedicated to advancing support for individuals with intellectual disabilities, autism, and other developmental and behavioral health challenges. This edition focuses on strategies to address the physical and mental health needs of these individuals, with an aim of promoting independence and inclusion in everyday life.

“The Shapiro Administration believes that every Pennsylvanian with an intellectual disability or autism deserves to receive the supports they need to achieve an everyday life with dignity and opportunity,” said DHS Secretary Dr. Val Arkoosh. “The research in this journal serves as a valuable resource to help Pennsylvanians improve their overall quality of life.”

Governor Josh Shapiro’s administration has prioritized expanding and improving services for individuals with disabilities. Over $354.8 million in federal and state funding included in the 2024-25 budget has resulted in noteworthy progress, such as a nearly 20% reduction in the emergency waiting list for adult services and the lowest direct support professional (DSP) vacancy rate since 2015, now at 14%. Building on this success, the proposed 2025-26 budget includes additional funding to further enhance care worker wages and expand service access.

The journal features dedicated research and articles on five key topics, including examining health care shortages in underserved communities, addressing stigma surrounding behavioral health, and exploring public health solutions for systemic mental health challenges. Other highlights include a study on teaching cooking skills to autistic individuals as a pathway to social and independent living, as well as methods for minimizing risks associated with conditions commonly affecting individuals with developmental disabilities.

Published through a collaboration between DHS’ Office of Developmental Programs and Office of Mental Health and Substance Abuse Services, the Positive Approaches Journal aims to bridge gaps in knowledge, advance care models, and equip communities with the tools to better support individuals living with disabilities.
