Pennsylvania DEP Unveils RISE PA Initiative to Boost Energy Jobs and Support Manufacturers

HARRISBURG, PA — The Pennsylvania Department of Environmental Protection (DEP) has announced the RISE PA initiative, a $396 million program aimed at lowering energy costs, reducing emissions, and strengthening the state’s energy economy. Through partnerships with the Pennsylvania Technical Assistance Program (PennTAP) and Catalyst Connection, the initiative will create thousands of well-paying jobs and provide crucial support for small and mid-sized manufacturers.

“These partnerships are a win-win for Pennsylvania,” said DEP Acting Secretary Jessica Shirley. “RISE PA is about investing in our people, our planet, and our economy. By helping manufacturers reduce energy waste and adopt cutting-edge technologies, we’re not only supporting cleaner air and lower energy costs—we’re also creating more good-paying energy jobs right here in Pennsylvania.”

The collaboration with PennTAP will offer no-cost technical assistance to help approximately 800 manufacturers improve energy efficiency, reduce waste, and enhance environmental performance. According to Tanna Pugh, PennTAP’s director, the program has the potential to sustain Pennsylvania’s competitive edge in a changing energy landscape. “By helping manufacturers adopt energy-efficient technology, this program lowers costs, boosts sustainability, and keeps Pennsylvania industries competitive,” said Pugh.

Catalyst Connection, an economic development organization focused on manufacturing innovation, will provide training and assistance to companies navigating the RISE PA grant application process. These grants will finance industrial projects that reduce energy usage and emissions while driving workforce development in areas such as construction, engineering, and energy solutions.

“This is a once-in-a-generation opportunity to transform Pennsylvania’s industrial economy,” said Catalyst Connection President and CEO Petra Mitchell. “It enables manufacturers—especially small and mid-sized companies—to invest in sustainable technologies that will reduce emissions, lower costs, and ensure long-term growth.”
