PENNSYLVANIA — The Pennsylvania Department of Environmental Protection (DEP) announced it will host a public hearing to collect comments on the draft National Pollutant Discharge Elimination System (NPDES) renewal permit (PA0046680) issued to Republic Services of Pennsylvania, LLC for the municipal landfill known as Modern Landfill located in Windsor Township and Lower Windsor Township, York County. The hearing will be held Wednesday, October 4, 2023, from 6:00-8:00 PM at the Lower Windsor Township Community Center’s Gymnasium located at 2425 Craley Road, Wrightsville, PA.
The facility discharges treated industrial wastewater and treated groundwater to Kreutz Creek. It also discharges stormwater to unnamed tributaries of Kreutz Creek. The draft NPDES renewal permit, which authorizes the discharges, was issued on August 10, 2023, and was published in the Pennsylvania Bulletin on August 26, 2023. Those who wish to present testimony are asked to register in advance by contacting Ed Boito, Local Government Liaison, in the DEP Southcentral Regional Office at 717-705-4921 or at eboito@pa.gov. Advanced registration will be taken through the close of business on October 3, 2023. Time permitting, those who did not register in advance will be given the opportunity to testify. The hearing may conclude earlier if all testifiers in attendance have spoken prior to the designated end time. During the hearing, each speaker will have the opportunity to present up to three minutes of verbal testimony. To ensure that all speakers have a fair and equal opportunity to present their testimony, relinquishing of time to other speakers will be prohibited, and groups are asked to designate one speaker. All presenters are requested to bring at least one copy of their comments and exhibits for submission to the DEP.
Written comments on the draft permit will be received during the comment period beginning on August 26, 2023. when the draft permit was published in the Pennsylvania Bulletin. The typical 30-day comment period has been extended by DEP such that all comments received at the hearing, written and verbal, will be considered.
