Pennsylvania Cuts Red Tape for Businesses with Streamlined Registration Process

HARRISBURG, PA — The Pennsylvania Department of State has successfully slashed processing times for business and charity registrations from an average of 40 days in early 2023 to just two to four days by the end of 2024. This dramatic improvement has enabled entrepreneurs and nonprofit organizations across the state to operate with greater speed and efficiency.

“The Shapiro Administration is committed to ensuring state government helps businesses and charitable operations succeed without unnecessary delays,” said Secretary of the Commonwealth Al Schmidt. “This milestone has allowed entrepreneurs to focus on contributing to Pennsylvania’s economy and creating good-paying jobs.”

Maintaining this improvement required structural and operational changes. The department increased staffing within the Bureau of Corporations and Charitable Organizations (BCCO), reduced hiring times, and implemented proactive managerial strategies to prevent backlogs. Additionally, the push toward digital filing played a crucial role.

Online submissions accounted for 89% of registrations in 2024, up from just 54% in 2022. “Allowing owners to file documents online minimizes errors and significantly reduces staff workload,” explained Schmidt. “Business owners can now move faster, with fewer obstacles.”

This modernization effort has earned accolades for Pennsylvania’s online filing system, which was recognized as one of the top three in the nation by the International Association of Commercial Administrators. The recognition cited its ease of use and transparency for stakeholders.

The streamlined process has a broader economic impact, positioning Pennsylvania as a competitive destination for businesses. The faster system reduces barriers for small and diverse businesses, while also cutting bureaucracy tied to state certification and licensing.
