Pennsylvania Awards $4 Million for Public Library Improvements

HARRISBURG, PA – The Pennsylvania Department of Education (PDE) has announced $4 million in funding to enhance 11 public libraries across eight counties, supporting critical construction and rehabilitation projects. This initiative, funded through the Keystone Recreation, Park and Conservation Fund, underscores the state’s commitment to strengthening community resources and fostering equitable access to essential services.

Acting Secretary of Education Dr. Carrie Rowe emphasized the vital role libraries play in Pennsylvania communities. “Libraries are not just places for learning; they are community anchors providing access to technology, educational opportunities, employment resources, and connection to vital services such as healthcare,” she said.

The Keystone grants will cover up to 50% of costs for various projects, ranging from accessibility upgrades and structural renovations to energy-efficient improvements. Examples include replacing outdated HVAC systems, improving ADA compliance, and installing solar panels. Libraries in Allegheny, Crawford, Cumberland, Delaware, Fayette, Franklin, Lawrence, and Montgomery counties are among the recipients.

  • Cooper-Siegel Community Library (Allegheny County) receives $750,000 to transform 6,500 square feet of unused space into a public library area.
  • Darby Library Company (Delaware County) is awarded $748,771.50 for a full renovation, improving accessibility and energy efficiency.
  • Upper Dublin Public Library (Montgomery County) secures $750,000 for mechanical upgrades to public spaces, enhancing accessibility and sustainability.
  • New Castle Public Library (Lawrence County) is granted $405,000 to replace its failing heating and air conditioning system with energy-efficient components.

Additional beneficiaries include projects such as structural repairs to the 125-year-old Carnegie Free Library in Connellsville and comprehensive safety upgrades at the Lilian S. Besore Memorial Library in Franklin County.

Keystone Fund’s Legacy

Established in 1993 by the General Assembly, the Keystone Recreation, Park and Conservation Fund allocates a portion of the state’s realty transfer tax to support community development initiatives like library rehabilitation. Administered by the Office of Commonwealth Libraries, the fund has become a vital resource for expanding and modernizing public library infrastructure throughout Pennsylvania.

This latest round of funding is poised to address long-standing challenges faced by public libraries while fostering inclusive access to resources for residents, from students and seniors to individuals experiencing homelessness.
