HARRISBURG, PA — The Pennsylvania Department of Community and Economic Development (DCED) has approved $1,377,473 in grants through the Strategic Management Planning Program (STMP). This initiative aims to assist 18 municipalities across the state in developing robust financial strategies and stabilizing their tax bases.
The STMP offers matching grant funds, up to $200,000, to municipalities experiencing fiscal challenges. The program’s focus is on crafting comprehensive multi-year financial plans and establishing both short-term and long-term fiscal objectives. By doing so, the program seeks to foster resilient communities capable of sustaining economic growth.
“Healthy communities in Pennsylvania equal a strong economy, and STMP is one of the important tools the Shapiro Administration uses to help bolster our communities,” stated DCED Secretary Rick Siger. “This funding will help municipalities across the Commonwealth avoid fiscal struggles by building sound financial management strategies for success.”
Among the notable recipients is the Borough of Steelton in Dauphin County, receiving $180,000. These funds are earmarked for upgrades to current financial software and the hiring of consultants to aid in financial policy development and implementation. This move is aimed at enhancing the borough’s financial management capabilities.
In Delaware County, the Borough of Colwyn has been granted $67,500. This allocation will facilitate the hiring of a third-party consultant to assist with financial planning, the improvement of shared services with public works, and the strengthening of the borough police department’s policies and procedures. Such initiatives are critical for enhancing municipal efficiency and service delivery.
Meanwhile, Erie County’s City of Corry will benefit from a $54,000 grant. This funding is designated for the development and maintenance of a comprehensive multi-year capital improvement program, ensuring the city’s infrastructure and services are systematically upgraded and maintained.
The City of New Castle in Lawrence County is set to receive $86,400. This grant will support the development of a new, updated comprehensive plan, the revision of zoning ordinances, and funding for the operations of the Citywide Development Corporation (CDC). These efforts are aimed at aligning the city’s growth with modern urban planning standards.
Furthermore, Tunkhannock Borough in Wyoming County has been awarded $27,000 to assist in the development and implementation of a multi-year comprehensive strategic plan. This initiative aims to provide a clear roadmap for the borough’s future development and fiscal health.
Through these targeted investments, the DCED is reinforcing its commitment to equipping municipalities with the necessary tools to overcome fiscal challenges and thrive economically. By fostering sound financial planning and governance, Pennsylvania is paving the way for sustainable community development and a more resilient statewide economy.
