HARRISBURG, PA — Governor Josh Shapiro has announced a groundbreaking partnership between the Commonwealth’s Office of Administration (OA) and OpenAI, one of the nation’s leading artificial intelligence (AI) research and deployment companies. This collaboration will launch a first-of-its-kind pilot program of ChatGPT Enterprise, an innovative OpenAI product equipped with advanced cybersecurity features.
This high-tech endeavor is the Commonwealth’s first-ever use of generative AI tools for state government employees. The findings from this pilot program will inform the broader integration of this technology into state government operations, aiming to both boost productivity and empower the Commonwealth’s workforce.
Governor Josh Shapiro plans to meet with senior OpenAI executives to discuss his vision for responsible AI as a tool to enhance Commonwealth employees’ roles. The new pilot program will help explore various uses for generative AI that could benefit Pennsylvanians, ranging from improving customer service to streamlining policy language.
Despite the exciting developments, it’s crucial to note that Pennsylvanians will not interact directly with ChatGPT when dealing with the Commonwealth. Instead, this technology will work behind the scenes to enhance the services provided by the Commonwealth employees.
The pilot program, scheduled to start in January 2024, will initially be limited to OA employees. They’ll use ChatGPT Enterprise for activities like drafting job descriptions, updating policy language, and identifying duplication within vast volumes of employee policy. Continuous feedback from these employees will shape the program’s future direction, with an additional 100 licenses becoming available to non-OA agency employees later.
The enterprise version of ChatGPT boasts added security, privacy, and management features absent in the consumer version. This ensures that no data input by the Commonwealth will be used to train ChatGPT or future OpenAI products, maintaining strict data privacy.
This pioneering program was recommended by the Generative AI Governing Board, which upholds core values such as accuracy, adaptability, employee empowerment, equity, fairness, innovation, mission alignment, privacy, proportionality, safety, security, and transparency.
The lessons learned from this pilot will guide the identification of other state government roles that could potentially benefit from generative AI. It will also offer invaluable insights into the capabilities and limitations of generative AI tools, informing the development of employee training and resource needs.
This partnership comes after Governor Shapiro’s Executive Order in September to establish responsible standards and a governance framework for generative AI use by Commonwealth employees. As Pennsylvania steps into the future with this bold initiative, it aims to leverage advanced technology for the betterment of its workforce and the citizens it serves.
