HARRISBURG, PA — In a recent ruling, Paul Kerr, a 30-year-old resident of Lehigh County, has been sentenced to a prison term of 7 to 14 years. The conviction comes after Kerr admitted to multiple charges, including criminal attempt to commit homicide and illegal possession and discharge of a firearm, stemming from a January incident at Pagan’s Place, a local bar in Allentown.

Attorney General Michelle Henry, in commenting on the case, emphasized the grave recklessness demonstrated by Kerr’s actions. “This defendant, who was already prohibited from possessing a gun, recklessly endangered lives by firing into a neighborhood gathering place,” she stated. Despite the fortunate absence of physical injuries, Henry pointed out the potential for enduring psychological trauma among witnesses and underscored her office’s dedication to safeguarding Pennsylvanians from such threats.

The incident unfolded on January 7, 2023, when Kerr, having been asked to leave by Luis Pagan, the bar owner who resided above the establishment with his family, engaged in a confrontation with Pagan. Following the altercation, Kerr exited the premises, only to open fire moments later across the street. The attack resulted in one bullet piercing a window and four others impacting the bar’s exterior brickwork, though no customers were inside at the time.

Further investigation revealed the firearm used in the shooting was registered to Kerr’s wife, raising additional concerns about the accountability and tracking of firearm ownership.

This case, initially handled by the Allentown Police Department, was transferred to the Office of Attorney General on referral from the Lehigh County District Attorney’s Office, where Senior Deputy Attorney General Rebecca Elo led the prosecution.
