HARRISBURG, PA — In his address today to the General Assembly, Governor Shapiro laid out an ambitious budget for the 2024-25 fiscal year, driving his plan to create opportunities and strengthen freedom for all Pennsylvanians. Showing unwavering commitment to Pennsylvanians, he sets out to tackle various sectors without raising taxes, and in doing so, maintains an $11 billion surplus.
With education headlining the budget, schools seeing the most need will benefit from an almost $1.1 billion increase – the largest in the state’s history. Alongside this landmark move, special education receives $50 million while $300 million is channeled into tackling environmental issues in school buildings.
Aiming to plug the gap in the education system, a $5 million rise in student teacher stipends and a $10 million injection into the Educator Talent Recruitment Account have been proposed. Furthermore, financial aid will be increased for students attending schools under the new governance system.
Economic growth isn’t forgotten with a hefty $500 million directed towards the PA SITES program, designed to bring more commercial and industrial sites into operation. The smaller businesses haven’t been overlooked, with $25 million earmarked for the Main Street Matters program and $20 million intended for large-scale innovation.
Public safety is addressed with an equal $37.5 million increase for both the Violence Intervention and Prevention initiative and the Gun Violence Investigation and Prosecution scheme. Parks and shared spaces get a boost with an $11 million injection, aiming for a more welcoming environment for Pennsylvanians.
In the healthcare sector, $50 million will be spent to ensure the continuation of health insurance with an additional $4 million dedicated to medical debt relief. Mental health also features, with funding set aside for both K-12 schools and community-based services.
Other key initiatives include increased funding for home and community-based services, support for childcare providers, funding for the Whole Home Repairs program, and a nod to the future of agriculture with investments in innovation.
