HARRISBURG, PA — As the November 5 General Election approaches, the Pennsylvania Department of Human Services (DHS) is emphasizing its commitment to ensuring that voters with disabilities can fully participate in the democratic process. DHS Secretary Val Arkoosh has reiterated the importance of voting rights and the resources available to facilitate accessibility for Pennsylvania’s disabled community.

“Voting is a fundamental right and integral to our democracy,” Secretary Arkoosh stated, underscoring the Commonwealth’s dedication to upholding this right for all citizens. In line with this commitment, several measures have been implemented to assist voters with disabilities at every stage of the voting process.

Registration and Voting by Mail Accommodations

For those registering to vote, individuals with disabilities may appoint an assister to help with the completion of voter registration applications, mail ballot applications, and in-person voting at the polls. The assister’s details must be indicated on the registration application to ensure transparency and compliance.

For voters preferring to cast their ballots by mail, the use of a Designated Agent is permitted. This agent can assist in both the application for and submission of a mail ballot. Additionally, voters can request an accessible remote ballot, ensuring that voting by mail remains a viable option for those requiring assistance.

In-Person Voting Accommodations

On Election Day, voters with disabilities will find a range of accommodations available at polling places. Assistance from a person of choice, excluding employers, union representatives, or Judges of Elections, is allowed. Moreover, counties must provide at least one accessible voting system per polling location. These systems offer features such as auditory assistance, visual aids, and tactile keyboards.

Upon arrival at polling stations, voters needing assistance should inform poll workers, who will facilitate the necessary support, including filling out a Declaration of Need of Assistance form. The Department of State’s website offers video demonstrations of accessible voting systems available in each county, helping voters prepare for their in-person voting experience.

Additional Support and Resources

Beyond direct voting assistance, Disability Rights Pennsylvania provides guidance to voters with disabilities, helping them navigate potential barriers. Furthermore, Pennsylvanians with disabilities and older adults qualify for free or reduced-fare transit and shared ride programs, which can facilitate travel to polling places on Election Day.

Crucial Election Dates

Pennsylvanians should be mindful of key dates leading up to the election. The deadline to register to vote is Monday, October 21. Applications for mail-in or absentee ballots must be submitted by Tuesday, October 29. Completed mail ballots must be received by county election offices by 8:00 PM on Election Day, November 5. Polls will be open from 7:00 AM to 8:00 PM, and voters in line by closing time will be permitted to vote.

The DHS’s initiatives reflect a broader commitment to inclusivity and equity in electoral participation, ensuring that all Pennsylvanians can exercise their right to vote, unimpeded by physical or logistical barriers.
