MANHEIM, PA — The Pennsylvania State Police (PSP) recently celebrated the commendable actions of its personnel and citizens at the annual department awards ceremony held at LCBC Manheim. The event focused on honoring individuals who have shown extraordinary courage and dedication to safeguarding Pennsylvania communities.

Lieutenant James Wagner, a veteran of 21 years with Troop G, Bedford, was a central figure among the honorees. He received the Pennsylvania State Police Purple Heart and the prestigious Trooper of the Year Award for his valor during a critical incident at the Lewistown Station on June 17, 2023. While responding to an active shooter situation that tragically claimed the life of Trooper Jacques F. “Jay” Rougeau, Lieutenant Wagner was gravely injured. His decisive actions were instrumental in neutralizing the threat posed by the Mifflintown gunman.

In an inspiring display of civic duty, five area residents were awarded the Outstanding Citizenship Award. These individuals provided life-saving assistance to Lieutenant Wagner, administering CPR and essential first aid until emergency responders arrived.

Police Communications Operator (PCO) Amy Torres was honored as the PCO of the Year. Her exceptional coordination and communication skills were pivotal during the Juniata County incident. She managed simultaneous communications with the PSP and the public, ensuring timely updates and enhancing safety protocols.

PSP Commissioner Col. Christopher Paris praised the day’s awardees, stating, “While June 17, 2023, was marred by tragedy, these award recipients demonstrated valor, bravery, composure, and selflessness to neutralize the threat and prevent further loss of life. I am deeply grateful for these individuals and all of this year’s awardees for their dedicated efforts to go above and beyond their duties to help protect the Commonwealth.”

Among other honorees, Trooper Logan C. Spiece of Troop F, Milton, received the Purple Heart. In April 2023, despite being shot during a foot chase, he returned fire to subdue a domestic violence suspect. Trooper Joshua W. Osche of Troop D, Butler, was awarded the Commendation Medal after being struck by a vehicle while assisting a disabled motorist off-duty. Blair Johnson, who witnessed the event, was recognized with an Outstanding Citizenship Award for his swift intervention to save Trooper Osche.

Motor Carrier Enforcement Supervisor Mitchell J. Scalia was named the 2023 Motor Carrier Enforcement Officer of the Year. His impressive career spanned over 34 years, during which he significantly contributed to Troop G’s Motor Carrier Safety Assistance Program.

Employee of the Year went to Bureau Administrative Manager Shana M. Skiles, who adeptly managed dual roles within the Bureau of Emergency and Special Operations and the Bureau of Criminal Investigation throughout 2023.

Commissioner’s Letters of Commendation were awarded to Lieutenant Matthew J. Bonin, Corporal Caleb Diaz, and Trooper First Class Dana Martini for their teamwork in locating a missing elderly man. Additionally, several area commands received the Commissioner’s Area Command Significant Achievement Awards for their notable investigative successes, including resolving long-standing cases and dismantling criminal networks.

The ceremony highlighted the unwavering commitment and heroism within the Pennsylvania State Police, reflecting their ongoing mission to protect and serve the public with integrity and excellence.
