Contractor Sued for Shoddy Work and Ignored Refunds

HARRISBURG, PA — Pennsylvania Attorney General Dave Sunday has filed a lawsuit against Michael Davis and his Philadelphia-based business, 1st Choice Roofing, Inc., for alleged substandard work and failure to refund dissatisfied customers. The lawsuit, filed with the Philadelphia County Court of Common Pleas, also accuses the company of violating the Home Improvement Consumer Protection Act by omitting critical contract details, such as cancellation notices and insurance information.

The state’s Bureau of Consumer Protection received several complaints about incomplete jobs and unreturned deposits. According to one report, a customer paid $500 for chimney repairs that were never started and faced ignored refund requests. The Attorney General’s office is urging any additional consumers who experienced similar issues with the company to come forward.

“Home upgrades improve quality of life and instill a sense of pride in homeowners. In these cases, consumers dealt with subpar work and were ignored when they requested refunds,” said Attorney General Sunday. “My Bureau of Consumer Protection is dedicated to protecting the rights of Pennsylvanians who are harmed by bad business practices.”

The lawsuit seeks refunds for affected consumers, penalty payments required by law, reimbursement of investigative costs, and a court order mandating compliance with the Home Improvement Consumer Protection Act. Senior Deputy Attorney General James S. Wise is leading the case, which currently awaits the Court’s acceptance.
