WASHINGTON, D.C. — The Social Security Administration (SSA) has announced significant changes to its identity verification processes, aimed at bolstering security and improving service efficiency. These updated protocols, which will take effect fully by the end of March 2025, are designed to safeguard Social Security records and benefits from fraudulent activity while ensuring eligible individuals receive timely assistance.
Under the new system, the SSA will implement stronger identity proofing requirements for benefit claims and direct deposit changes. Starting March 31, individuals who cannot utilize the agency’s online “my Social Security” account for identity verification must visit a local Social Security office for in-person proofing. The agency has also expedited the processing of direct deposit change requests to one business day. Previously, online changes were subject to a 30-day processing period.
“Americans deserve to have their Social Security records protected with the utmost integrity and vigilance,” said Lee Dudek, Acting Commissioner of Social Security. “For far too long, the agency has used antiquated methods for proving identity. Social Security can better protect Americans while expediting service.”
Streamlined Services and Stronger Fraud Prevention
To ensure a seamless transition, the SSA has initiated a two-week implementation plan which includes rigorous training for all frontline employees and management on the new policies. During this period, compliance will be closely monitored to identify and address any potential challenges. After the transition concludes, the SSA will require all individuals seeking benefit claims or direct deposit changes to complete identity verification through one of two methods: online verification via “my Social Security” or in-person proofing at an SSA office.
For individuals unable to use online services, the SSA has introduced additional options to ease the process. Benefit claims can be initiated by phone; however, the claim cannot be finalized until the individual’s identity is verified in person. The agency advises scheduling an in-person appointment to complete these transactions in one visit. Walk-ins without appointments will also have to provide identity verification before beginning any transactions.
To further strengthen fraud prevention, the SSA plans to implement the Department of Treasury’s Account Verification Service (AVS), a payment integrity system that provides instant bank account verification. This service is expected to proactively address fraudulent activities related to direct deposit changes by ensuring the legitimacy of account details provided during processing.
Maximizing Workforce Availability
Recognizing the importance of onsite services in supporting these initiatives, the SSA has mandated that nearly all of its employees work in the office five days a week. This staffing strategy is intended to maximize personnel availability for in-person interactions and to facilitate the smooth adoption of the enhanced identity verification measures.
The SSA emphasized the benefits of these updates in both protecting individuals’ sensitive information and improving the efficiency of its operations. By expediting service times and minimizing opportunities for fraud, these measures are expected to enhance public trust in the agency’s ability to safeguard its programs.

The changes align with the agency’s long-term goal of ensuring secure and efficient delivery of Social Security benefits. While security improvements may add additional steps for certain transactions, the SSA remains committed to balancing fraud prevention with user-friendly service.
Acting Commissioner Dudek reaffirmed the agency’s dedication to its mission, stating, “The SSA will continue to make adjustments as necessary to ensure we pay the right person the right amount at the right time, while safeguarding the benefits and programs we administer.”
These updates aim to leverage advanced technologies such as the AVS system and maintain a robust in-person verification process, thus securing the integrity of Social Security benefits for millions of Americans.
