WASHINGTON, D.C. — In a bid to increase transparency in the Medicare Advantage insurance market, the Biden-Harris administration has taken a significant step. Through the U.S. Department of Health and Human Services (HHS), an initiative has been launched to collect public feedback on how to enhance data capabilities and public transparency in Medicare Advantage (MA) plans.
Medicare Advantage, which makes up over half of all Medicare enrollments, has been under scrutiny for a perceived lack of transparency. As a substantial federal expenditure, with government payments to MA health insurers projected to exceed $7 trillion over the next decade, the question of transparency becomes critical to ensure taxpayers’ money is spent appropriately.
The administration’s key players have been vocal about the need for transparency. HHS Secretary Xavier Becerra expressed concern over the perception of health care as a “black box” for patients and stressed the importance of enhancing competition and ensuring quality care through transparency.
Similarly, CMS Administrator Chiquita Brooks-LaSure has committed to improving the Medicare Advantage program. With the newly released Request for Information (RFI), the administration aims to gather insights on an array of issues within the MA program. Prior authorization, provider directories, supplemental benefits, care quality and outcomes, and competition in the market are among the areas of focus.
In a bid to foster open discussion, the RFI has an extended comment period of 120 days. This move encourages input from a broad range of stakeholders, the fruits of which will shape future policies directed at enhancing the Medicare Advantage program.
The implications of this initiative are substantial.
