Record-Breaking 2025 Marketplace Enrollment Reaches Over 24 Million

WASHINGTON, D.C. — The Centers for Medicare & Medicaid Services (CMS) announced that a record-breaking 24.2 million people selected health coverage during the 2025 Marketplace Open Enrollment Period. This milestone, including 3.9 million new enrollees, marks more than double the enrollment total from 2021, underlining the continued impact of the Affordable Care Act (ACA).

“The number of people signing up for Marketplace coverage has surpassed 24 million, an all-time high, breaking last year’s record,” said Health and Human Services (HHS) Secretary Xavier Becerra. “The Affordable Care Act belongs to the American people. Now, Congress must do its job to ensure millions of Americans remain covered by making tax credits permanent or extending them.”

The Biden-Harris Administration has been instrumental in expanding access to quality, affordable health insurance. Enhanced tax credits under the Inflation Reduction Act have played a crucial role, allowing four out of five HealthCare.gov users to secure coverage for $10 or less per month. However, these expanded credits are set to expire at the end of 2025 without Congressional action.

CMS Administrator Chiquita Brooks-LaSure highlighted the significance of these financial supports, noting, “This record-breaking enrollment is a testament to the importance of the enhanced financial assistance available. Just a little extra help can mean less financial stress for millions of enrollees across the country.”

Consumers also benefitted from increased plan options and improved affordability. Marketplace Open Enrollment ran through mid-January, with coverage for enrollees beginning February 1, 2025. The latest figures underscore the ACA’s enduring role in reducing the uninsured rate and making health care more accessible nationwide.
