INDIANAPOLIS, IN — A new bipartisan effort seeks to equip law enforcement officers with advanced training to address modern-day challenges. The Law Enforcement Scenario-Based Training for Safety and De-Escalation Act of 2024 (H.R. 8871) has been re-introduced by Representative Emilia Sykes, alongside co-sponsors Representatives Brian Fitzpatrick, Don Bacon, and Glenn Ivey. The bill, now referred to the Judiciary Committee, aims to make comprehensive training readily available to state and local police agencies.
Law enforcement today faces an array of complex threats, from rising mental health crises and homelessness to active shooter incidents and terrorism. These challenges, coupled with increased hostility towards police, highlight the need for enhanced training. The proposed bill addresses this by mandating the development of a standardized curriculum under the guidance of the Attorney General and the Office of Community Oriented Policing Services (COPS).
The curriculum will cover real-world scenarios, focusing on situational awareness, officer resilience, and improving community relations. It aims to enhance crisis intervention skills and de-escalation techniques. To support implementation, the bill proposes a certification process for agencies and federal grants to help develop in-house training programs, utilizing existing funds from the U.S. Department of Justice.
Paula Fitzsimmons, Legislative Director of the National Police Association, praised the bill, stating, “At a time when officers are facing an increasing number of challenges and threats…the Scenario-Based Training for Safety and De-Escalation Act would provide a greater number of officers with access to modernized training that prepares them for today’s complex landscape.”
