Trump’s declaration of a National Energy Emergency, the U.S. Department of the Interior has announced sweeping measures to expedite the development of domestic energy resources and critical minerals. The announcement outlines emergency permitting processes that reduce multi-year reviews to as few as 28 days for energy-related projects, signaling a decisive push to bolster the nation’s energy independence and security.

Under the National Environmental Policy Act (NEPA), timeline reductions will allow environmental assessments to be completed in 14 days versus the usual year-long process, and environmental impact statements will be finalized in 28 days instead of two years. Similar expedited processes will be applied under the Endangered Species Act and the National Historic Preservation Act.

The declaration underscores the pressing need to address delays in energy project approvals, which the administration views as threats to economic stability, national security, and foreign policy. “Our nation’s current inadequate development of domestic energy resources leaves us vulnerable to hostile foreign actors and poses an imminent and growing threat to the United States’ prosperity and national security,” the declaration reads.

Offshore Oil Production Boost

The department has also implemented crucial policy advancements aimed at maximizing oil production in the Gulf of Mexico. Under a new directive from the Bureau of Safety and Environmental Enforcement (BSEE), pressure differential limits for Downhole Commingling in the Paleogene reservoirs have been expanded from 200 psi to 1500 psi. This adjustment is projected to increase output by approximately 100,000 barrels of oil per day over the next ten years, boosting domestic energy production significantly.

“This is a monumental milestone in achieving American Energy Dominance,” Burgum stated. “We’re delivering more American energy, more efficiently, and with fewer regulatory roadblocks. That means lower costs, more jobs, and greater security for American families and businesses as President Trump promised.”

The revised parameters stem from technical collaboration with industry experts and builds on modern reservoir performance data, replacing outdated guidance. Enhanced recovery from existing wells will also conserve resources and reduce operational costs.

Seafloor Mineral Mapping

To further advance energy independence, the U.S. Geological Survey (USGS) released a detailed study identifying prospective locations of critical minerals on the American seabed. These resources, which include nickel, cobalt, rare earth elements, and platinum group materials, are vital for industries ranging from renewable energy to national defense. The mapping effort highlights previously unexplored economic opportunities in U.S. Exclusive Economic Zone waters, an area larger than the country’s landmass.

“This survey of seafloor minerals represents a critical step in advancing the Trump administration’s commitment to unlocking America’s vast natural resources,” Burgum remarked. “By enhancing our understanding of the mineral wealth beneath our oceans, we are fostering American energy independence, supporting the growth of vital industries, and ensuring that our nation remains competitive on the global stage.”

USGS scientists have made continued progress in this realm, integrating seabed efforts into their broader Earth Mapping Resources Initiative, which began in 2018. To date, USGS has mapped 30% of land-based critical minerals and is working to expand its efforts with state agencies, universities, and private companies to refine mineral resource assessments both offshore and onshore.
