WASHINGTON, D.C. — The Department of Homeland Security (DHS) recently announced a significant allocation of over $380 million through its Shelter and Services Program (SSP). This funding aims to aid communities in providing essential services to noncitizens released from DHS custody as they await immigration court proceedings.
The SSP serves as a critical component of the DHS’s broader strategy to manage U.S. borders in a safe, orderly, and humane manner. Through this program, DHS offers direct support to communities, ensuring adequate food, shelter, clothing, acute medical care, and transportation for those in need. The Federal Emergency Management Agency (FEMA), in collaboration with U.S. Customs and Border Protection (CBP), administers these grants in partnership with state, local, and tribal governments, alongside various nongovernmental organizations. This coordinated effort is designed to relieve the pressure on short-term CBP holding facilities and prevent overcrowding.
The recent funding builds on the $259.13 million distributed in April 2024, further supporting communities situated both along the border and in the interior. In the previous year, over $780 million was allotted through the SSP and the Emergency Food and Shelter Program – Humanitarian Awards (EFSP-H), benefiting cities and organizations nationwide.
In line with DHS’s objectives, this funding not only supports communities but also aligns with efforts to manage border security effectively. The strategies include imposing consequences for individuals without legal grounds to remain in the country and expanding lawful pathways, which have contributed to a reduction in migrant encounters. CBP’s report for July 2024 indicated a 32% decrease in encounters compared to June 2024, marking the lowest monthly total at the southwest border since September 2020.
However, despite the substantial funding, demand continues to outpace the available SSP resources authorized by Congress. Consequently, not all grant requests can be fulfilled, highlighting the ongoing challenges in managing migration and supporting communities effectively. This strategic funding allocation aims to foster a humane and efficient border management system while supporting communities across the nation.
