Local Water Authority Secures Funding Grants for Essential Infrastructure Upgrades

CHESTER, PAThe Commonwealth Financing Authority (CFA) announced that Chester Water Authority (CWA) has been awarded $540,000 from Local Share Account (LSA) grants aimed at enhancing local water infrastructure across the CWA service area in Chester County, Delaware County, and the City of Chester. Thanks to the dedicated efforts of Senator John Kane, Representative Carol Kazeem, and Representative Christina Sappey, these LSA grants will support major projects designed to improve water service reliability and modernize essential facilities.

Grants are just one of the many ways that public municipal authorities keep rates low for ratepayers. Municipal water authorities, like CWA, are often better positioned to secure government grants that do not require repayment from ratepayers, and they do not need to provide profits to shareholders. This not-for-profit structure enables public water authorities to maintain lower rates than for-profit companies and help to ensure greater alignment with the needs of their communities. By focusing on service rather than profit, CWA can more optimally reinvest in infrastructure, respond effectively to local priorities and be more committed to community welfare and long-term sustainability.

2025 Water Main Renewal Project

The 2025 Water Main Renewal will see the replacement of approximately 2,550 linear feet of aged, 6-inch water mains. With a grant of $190,000, this crucial work will take place along Walnut Street in the City of Chester and Mill Road in Upper Chichester Township in Delaware County. The existing mains will be upgraded to 8-inch ductile iron pipes, ensuring a higher level of service for residents and businesses alike. The awarded grant monies contribute to the over $3M water main replacement CWA has projected and will complete through its capital improvement plan.

“This project is not just about replacing outdated pipes; it’s about investing in the future for our ratepayers,” said Jeff DeRusso, CWA Director of Engineering. “Upgrading CWA water mains will improve water flow efficiency and reliability, benefiting everyone.”

Sullivan Booster Station Improvements

In addition to the water main project, CWA is set to modernize the Sullivan Booster Station located in Avondale Borough with a $350,000 grant. This upgrade will include the installation of three new and upsized booster pumps, a state-of-the-art motor control center, and variable frequency drives. An emergency generator and automatic transfer switch will also be added to enhance operational reliability during power outages.

“We are committed to ensuring our water systems meet the highest standards,” remarked Darryl Jenkins, CWA Executive Manager. “The improvements at the Sullivan Booster Station will not only enhance performance, but also increase our response capabilities in emergency situations.”

Various HVAC and structural modifications are also planned for the booster station, further enhancing the robustness of the facility. These upgrades are expected to provide long-term benefits for both the Authority and ultimately, its ratepayers.
