WASHINGTON, D.C. — On Tuesday, Representatives Chrissy Houlahan (D-PA), Jimmy Panetta (D-CA), Michael Waltz (R-FL), and Jack Bergman (R-MI) introduced the Unity Through Service Act. This bipartisan bill aims to enhance national service by establishing the Interagency Council on Service. The council will coordinate reviews of existing programs and plan new strategies for recruitment. It will also authorize a joint advertising and recruitment program involving the Department of Defense, National and Community Service, and the Peace Corps.
The bill seeks to help transitioning service members find new service opportunities and requires a quadrennial report to Congress about public service initiatives.
The legislation follows recommendations from the National Commission on Military, National, and Public Service’s 2020 report, which included 124 suggestions. Rep. Panetta previously introduced these recommendations as part of the Inspire to Serve Act of 2021. The Unity Through Service Act represents a key component of that broader legislative effort.
“Having served in the Air Force and as a Teach for America educator, I have seen firsthand the profound impact that service can have on individuals and communities alike,” said Rep. Houlahan. “The Unity Through Service Act is a vital step towards reinvigorating national service in America. By fostering collaboration between military, national, and public service organizations, this bill will create more opportunities for Americans to engage in meaningful service. Together, we can strengthen our nation’s democratic values and build a brighter future for all.”
Rep. Panetta highlighted the decline in volunteer work since the pandemic. “I’m proud to work alongside Rep. Houlahan on the Unity Through Service Act, which would implement elements of our larger Inspire to Serve Act to establish an Interagency Council on Service. In service to others, we perpetuate our democratic values, and I look forward to continuing to fight for impactful legislation to mobilize Americans for the betterment of their community and country.”
Rep. Waltz emphasized the need to address low levels of volunteerism and military recruitment. “Volunteerism and military recruitment are at troubling levels, and it’s critical we use all the tools and information at our disposal to help build dedicated citizens. I’m proud of this bipartisan legislation to reinvigorate national service and the next generation of great Americans.”
Rep. Bergman noted the importance of the bill in providing education, support, and coordination for military and civil service. “The Unity Through Service Act will be a bridge between service entities. This legislation couldn’t come at a better time – recruitment numbers are down, and there is less enthusiasm to serve our Nation among young people. I’m proud to help lead this legislation that will continue advancing our military capabilities.”
This legislation aims to address several important issues. First, it seeks to revitalize a culture of service in the United States. By promoting collaboration among various service organizations, the bill aims to create more opportunities for Americans to participate in meaningful service roles.
Second, the act addresses the practical needs of transitioning service members. By helping them find new service opportunities, the bill aims to ensure that their skills and dedication continue to benefit the country.
Additionally, the bill emphasizes the importance of public-private partnerships. By involving multiple sectors, it aims to create a more comprehensive and effective approach to promoting national service.
The potential implications of the Unity Through Service Act are significant. If successful, the legislation could lead to increased participation in national service programs, improved recruitment for the military, and stronger community engagement. This, in turn, could foster a greater sense of national unity and purpose.
In summary, the Unity Through Service Act represents a bipartisan effort to enhance national service in the United States. By establishing the Interagency Council on Service and promoting collaboration among various service organizations, the bill aims to create more opportunities for Americans to serve their country. If passed, this legislation could play a crucial role in revitalizing a culture of service and strengthening the nation’s democratic values.
