Governor Josh Shapiro Signs Senate Bill 829 into Law, Authorizing Key Land Transfers and Projects

PENNSYLVANIA — Pennsylvania Governor Josh Shapiro this week signed Senate Bill 829 into law as Act 8 of 2023. This bill authorizes several state departments to grant and convey land easements and properties for various purposes, including road realignment projects and land transfers.

The Department of General Services, with the approval of the Pennsylvania Historical and Museum Commission and the Governor, is now authorized to grant and convey easements through and across state lands in Manheim Township, Lancaster County. These easements are intended for a road realignment project. The department is also permitted to accept from Manheim Township any existing right-of-way to be abandoned as part of this project.

Additionally, the legislation allows the Department of General Services, with the approval of the Department of Military and Veterans Affairs and the Governor, to grant and convey a permanent easement to Drexel University. The easement encumbers certain lands in the City and County of Philadelphia.

Further, the law authorizes the Department of General Services, with the Governor’s approval, to grant and convey to the City of Philadelphia certain land, buildings, and improvements located in the 40th ward of the city.

Another key provision in Act 8 of 2023 revolves around Project 70, which concerns land owned by Lower Salford Township, Montgomery County. The new law authorizes the release of Project 70 restrictions on certain land in return for the development of a hiking trail and scenic viewing area in Lower Salford Township, Montgomery County. The law also revokes a use restriction and makes repeals.

The Pennsylvania Office of the Governor stated that the signing of this bill into law marks a significant step forward in the development and improvement of various areas across the Commonwealth of Pennsylvania.
