WEST CHESTER, PA — Colleen Frens, the Chester County Solicitor, has completed the Center for Excellence in County Leadership (CEL) program. This achievement marks her as part of the Class of 2024.
Leadership Development
The CEL program, run by the County Commissioners Association of Pennsylvania (CCAP), focuses on professional development for county officials. It offers executive training designed to enhance communication, management, and leadership skills.
Participants engage in intensive classes covering leadership styles, managerial versatility, interpersonal dynamics, strategic planning, media management, daily communication problem solving, and decision making. The program aims to foster individual growth and improve overall county governance.
Comprehensive Training
Dering Consulting Group produced the 2024 CEL program. The program receives support from several sponsors, including CCAP PComp, PA Counties Worker Compensation Trust, CCAP UC Trust, Unemployment Compensation Trust, MacCain Leinhauser, Gabriel Fera, PC, and Diamond Mowers.
CCAP’s Role
The County Commissioners Association of Pennsylvania represents all 67 counties in the state. It serves as a nonprofit, nonpartisan association that advocates for favorable state and federal legislation, programs, and policies. CCAP aims to strengthen counties’ abilities to govern and improve the well-being of Pennsylvania residents.
Founded in 1886, CCAP supports county governments through education, information, insurance, and technology programs. Its members include county commissioners, council members, county executives, administrators, chief clerks, and solicitors. The association remains dedicated to service excellence and effective governance.
