Chester County Unveils AI-Powered Kiosks to Revolutionize Access to Court Services

WEST CHESTER, PA — Chester County has advanced public accessibility to court services with the installation of cutting-edge interactive information kiosks at the Chester County Justice Center and two Magisterial District Courts in Kennett Square and Phoenixville. The initiative, spearheaded by Chester County Court Administration, makes Chester County the first in Pennsylvania to implement this innovative technology.

The kiosks, powered by Artificial Intelligence (AI), offer touchscreen and voice-activated capabilities. Visitors can use the kiosks to access court forms, find services, locate courtrooms, and pay fines, costs, and bail via credit card. Additionally, the kiosks provide direct video links to the Chester County Human Needs Network (988 or 211) along with other local departments and community organizations. While currently available in English, plans are underway to introduce Spanish translation in the coming weeks.

Chester County’s Court of Common Pleas President Judge Ann Marie Wheatcraft underscored the significance of integrating advanced technology into the court system. “Technological advances continue to provide opportunities for the courts to communicate more effectively and meaningfully with more people,” Judge Wheatcraft stated. “Artificial intelligence – AI – is the latest example, and we intend to use its capabilities to our benefit. These kiosks reflect Chester County’s commitment to improving services for its citizens.”

The kiosks are strategically positioned in the Justice Center lobby, Court Administration Office, and Family Court to ensure convenience for visitors. Future installations are planned for the Chester County Library and Henrietta Hankin Branch Library to broaden access further within the community.

Court Administrator Patricia Norwood-Foden emphasized the program’s dedication to inclusivity and efficiency. “In Chester County, we believe everyone seeking court services and access to justice should have multiple options available to obtain the information they seek,” Norwood-Foden explained. “Making information available in multiple languages promotes fairness and inclusiveness in our court system.”

The project is funded through Chester County’s allocation of American Rescue Plan Act funds. Chester County Court Administration continues its mission to bolster public access to justice and provide vital administrative support to the Court of Common Pleas.

By leveraging these AI-driven kiosks, Chester County is setting a precedent for enhanced accessibility and convenience, ensuring residents can engage with court services more effectively. As the program expands to additional locations, the County remains committed to fostering inclusivity and removing barriers to justice.
