WEST CHESTER, PA — This week, the Chester County Sheriff’s Office made a significant announcement detailing an array of measures designed to fortify the security of county facilities, courtrooms, and the broader community. In a ceremony held in Courtroom 1 of the County’s Justice Center, six sheriff’s office employees were promoted, marking a pivotal moment in the department’s ongoing efforts to bolster law enforcement and public safety operations.
The newly promoted individuals include Daniel Clifton, Martin Lawson, and Robert Burkley, who ascended from the rank of Corporal to Sergeant. Additionally, Deputies Deborah Gibney, Deborah Scavello, and Kevin Griffin have been elevated to the rank of Corporals. These promotions are part of a larger initiative under Sheriff Kevin Dykes’ leadership to enhance the professional development and leadership framework within the office.
In tandem with these promotions, the sheriff’s office has embarked on a strategic expansion of its security team. This includes the advancement of Jose Mestre, James Harris, and Samantha Gomez from Security Officer I to Security Officer II, alongside the integration of seven new security officers aimed at reinforcing the existing security infrastructure.

The comprehensive security overhaul spearheaded by the Sheriff’s Office encompasses the creation of new security positions, revitalization of specialized units such as the honor guard and fugitive apprehension units, and the introduction of physical fitness programs for deputies. An aggressive recruitment campaign is currently underway, with three deputy candidates slated to graduate from the academy in June, two additional deputies recently hired, and four new candidates expected to commence their training at the police academy in July. “We also have a number of interviews in progress to make our deputy force even stronger by the end of the year,” Dykes added, highlighting the office’s proactive approach to recruitment.
A notable development in the office’s strategy includes plans to deputize two members of the Chester County Prison as K-9 handlers. This move is set to expand K-9 services throughout the county, enhancing capabilities in critical areas of law enforcement and public safety.
