VALLEY FORGE, PA — Vanguard recently announced that Tonya T. Robinson will join the firm in October as the new general counsel and managing director of its legal division. In her role, Robinson will oversee legal and compliance activities, public policy, and investment stewardship. She will also serve as secretary to both the Vanguard Board of Directors and the Vanguard funds.
Vanguard’s CEO, Salim Ramji, expressed enthusiasm for Robinson’s appointment, stating, “Tonya is an accomplished lawyer and trusted business leader who brings extensive experience in the public and private sectors. She has spent her career championing access and transparency for individuals across a range of issues and amid increasingly complex legal and regulatory landscapes. Robinson transitions to Vanguard from her position as vice chair and general counsel for Legal, Regulatory, and Compliance at KPMG LLP, where she has served since 2017. Her prior experience includes serving as acting general counsel at the U.S. Department of Housing and Urban Development and holding senior roles in public service and private practice. Notably, she was a special assistant to President Obama for Justice and Regulatory Policy and a partner at WilmerHale LLP.

Robinson’s legal career began as a judicial clerk on the U.S. Court of Appeals for the Fourth Circuit. She also served as counsel to the ranking member on the U.S. Senate Judiciary Committee’s Subcommittee on Crime & Drugs. Her academic credentials are equally impressive, holding a Bachelor of Arts in Public Policy Studies from Duke University, a post-graduate degree in African Studies from the University of Cape Town, and a Juris Doctor from Harvard Law School. Robinson actively contributes to various boards, including the National Women’s Law Center and the Ethics Research Center.
Her appointment marks a pivotal moment for Vanguard as it continues to reinforce its commitment to legal excellence and investor success.
