MALVERN, PA — Balfour Beatty Communities (BBC) has announced key leadership appointments to enhance its military housing operations. Starla Miller has been named senior vice president of military housing operations, while Alison Birney steps into the role of senior vice president of military housing facilities management.
Chuck Parker, EVP of military housing, highlighted the importance of these appointments. “As we execute our strategic plans and look to the future of military housing, we’re putting key leaders and capabilities in place to sustain innovation and growth over the long term,” he said. He emphasized that the leadership of Starla and Alison is crucial for advancing the company’s culture of compliance and care.
Starla Miller will oversee BBC’s military housing property management operations. Her responsibilities include resident relations, asset performance, and leasing activities. Miller aims to drive operational excellence, focusing on compliance and exceptional customer service. She will also work on strengthening relationships with military partners at various levels.
Miller brings 17 years of experience in the military housing sector. She joined Balfour Beatty in 2011 and has held various roles, most recently vice president of Navy housing operations.
Alison Birney will lead the facilities management function for BBC’s military housing portfolio. She will work closely with Miller and the operations team to develop strategies that ensure effective and timely maintenance support. Birney aims to modernize facilities management operations by introducing new technologies and partnerships to enhance the resident experience.
Birney has a 28-year career in multifamily facilities and operations management, including 13 years in military housing. Her leadership has been pivotal in driving performance and leading transformation initiatives at Balfour Beatty. She most recently served as vice president of Air Force and Navy facilities management operations.
