HARRISBURG, PA — The Pennsylvania Department of Revenue (DOR) has unveiled a new Online Petition Center designed to simplify the tax appeal and refund request process for taxpayers. Part of a broader effort to improve digital services for Pennsylvanians, the platform integrates user-friendly features, enhanced security measures, and modern functionality to streamline interactions with the state’s Board of Appeals.

“We are thrilled to bring taxpayers a new online resource that will help them navigate the tax-filing process,” said Secretary of Revenue Pat Browne. “With the support of Governor Josh Shapiro, we have improved and streamlined the online filing options that we offer. We look forward to continuing this work to ensure that we are providing the best filing support possible.”

The Board of Appeals (BOA) represents the first step for taxpayers contesting assessments or seeking refunds. The Online Petition Center’s updated interface eliminates common inefficiencies, introducing key tools such as a petition tracker for real-time status updates and a 30-day option to pause and resume petitions. Simplified terminology and error prevention features are also included, catering to a more intuitive user experience.

Adding further functionality, the Online Petition Center integrates with the Keystone Login system, requiring users to create a single account for multiple state services. This transition ensures advanced security with multi-factor authentication, while reducing administrative costs for Pennsylvania taxpayers.

“We are working to modernize critical IT systems in the Department of Revenue and across state agencies so we can continue to provide reliable and secure digital services and create more user-friendly interactions for our residents,” said Secretary of Administration Neil Weaver. “The new Online Petition Center is a testament to DOR’s focus on customer service and being a leader in tax administration.”

The initiative aims to deliver accessible, efficient, and secure digital solutions to taxpayers. The revamped system aligns with the Shapiro Administration’s goal of modernizing key government services to better serve residents.
