HARRISBURG, PA — A newly formed bipartisan and bicameral group within the Pennsylvania General Assembly, the Pennsylvania Competitiveness Caucus, has been announced by state Senators Kristin Phillips-Hill, R-York, and Lisa Boscola, D-Northampton, alongside state Representatives Paul Friel, D-Chester, and Josh Kail, R-Beaver.
The caucus aims to address pressing economic challenges facing the commonwealth, including sluggish population growth, struggles to attract new investments, and the need to retain businesses. By unifying efforts across party lines and legislative chambers, the group seeks to advance policies that drive economic growth and position Pennsylvania as a competitive destination for both businesses and residents.
“Although we sit on opposite sides of the aisle, we are united in our belief that making Pennsylvania more economically competitive through the advancement of pro-growth policies will benefit working-class families, reverse our stagnant population growth, and ensure our commonwealth is an attractive place to live, work, and raise a family for generations to come,” Phillips-Hill stated.
The caucus will build on recent successes achieved in Pennsylvania’s 2024-25 bipartisan budget, including permitting reform and the elimination of the state’s start-up tax through improved treatment of net operating losses. These reforms are part of a sustained effort to strengthen the state’s business environment.
Highlighting the significance of the bipartisan collaboration, Boscola explained, “The most recent budget was a giant step forward in making Pennsylvania more competitive today and building the workforce of tomorrow. We need to keep the momentum going, and that takes both parties and both chambers working together to create commonsense policies that help our businesses thrive and create family-sustaining jobs.”
The Pennsylvania Competitiveness Caucus will focus on creating legislative strategies that enhance the state’s appeal for business investment, foster innovation, and expand family-sustaining job opportunities. Co-chairs emphasized the importance of the initiative’s timing and its potential to transform Pennsylvania’s economic landscape.
“The time to unleash Pennsylvania’s potential as an economic powerhouse is now,” Kail stated. “I am grateful for the opportunity to co-chair the bipartisan, bicameral Competitiveness Caucus, and look forward to collaborating on actionable policies that will spur prosperity in Pennsylvania.”
