WASHINGTON, D.C. — The Centers for Medicare & Medicaid Services (CMS) announced robust early enrollment figures during the Open Enrollment Period for 2025 health care coverage under the individual-market Marketplace. Nearly 496,000 consumers who were previously without insurance have signed up for new plans, signaling continued success in the effort to expand affordable health care access.

Enrollment Trends and Achievements

Building on last year’s record-breaking enrollment numbers, when 21.4 million people secured coverage through the Marketplace, the CMS reports a strong start in new sign-ups for the upcoming year. The uninsured rate in the United States remains at its lowest point in history, bolstered by the continued availability of affordable plans and expanded financial assistance.

Current enrollees, who already have coverage through the Marketplace, will see their plans automatically renewed for 2025 if they take no action. However, the CMS is encouraging individuals to revisit their options and update their plans during the Open Enrollment Period. To date, over 2.5 million returning consumers have actively selected their coverage for the upcoming year, reinforcing expectations for another record-setting enrollment period.

Affordable Coverage Options for 2025

The achievements in enrollment reflect key policy measures enacted by the Biden-Harris Administration, including provisions of the Inflation Reduction Act of 2022. These measures have expanded access to financial assistance, enabling more Americans to access affordable health insurance. Thanks to these enhancements, four out of five HealthCare.gov users can find a health plan costing $10 or less per month after tax credits.

HHS Secretary Xavier Becerra emphasized the importance of continued participation during this year’s enrollment period. “Health insurance gives people access to affordable, quality care. It gives them peace of mind. That’s why the Biden-Harris Administration has worked to connect tens of millions of Americans with health coverage through the Marketplace,” said Becerra. He reiterated that expanded financial assistance for 2025 ensures access to “the best deal in town” for eligible families and individuals.

CMS Administrator Chiquita Brooks-LaSure also expressed optimism for this year’s enrollment numbers, stating, “I’m excited about this year’s open enrollment and believe this will be the biggest yet. It’s never been more critical to ensure access to high-quality, affordable health care coverage in America.” She encouraged communities to remind others about the availability of coverage options through HealthCare.gov.

Looking Ahead

The continued availability of enhanced subsidies under the Inflation Reduction Act and the broad range of health plan options are expected to sustain the strong momentum in enrollment. This year’s efforts to inform and engage the public during the Open Enrollment Period reinforce the administration’s commitment to expanding access to affordable, high-quality health care for families across the United States.

With open enrollment ongoing, CMS remains focused on driving awareness to ensure as many people as possible take advantage of this critical opportunity, equipped with the tools and assistance to select health care coverage that meets their needs.
