The County Commissioners—Josh Maxwell, Marian Moskowitz, and Eric Roe—announced the introduction of a new leadership framework, appointing David Byerman as Chief Executive Officer (CEO) and Erik Walschburger as Chief Operating Officer (COO).
Josh Maxwell, Chair of the Chester County Commissioners, emphasized the importance of this change, viewing it as an opportunity to realign the county’s leadership structure to better address the demands of the present and future. “David will focus on shaping our strategic vision and overall leadership, while Erik will concentrate on operations, ensuring everything runs smoothly day to day,” Maxwell said.
Appointment of David Byerman as CEO
David Byerman brings an extensive and distinguished background in government administration to his new role. Known nationally for his expertise in managing complex organizations, driving innovation, and improving public service delivery, Byerman’s career spans executive positions at both state and local levels.
Previously, Byerman served as Director of the Legislative Research Commission in Kentucky, where he led a centralized legislative staff of nearly 600 employees and managed an annual budget of $70.4 million. His tenure there was marked by initiatives that increased efficiency and accessibility in government. Additionally, he held the role of Secretary of the Senate for the Nevada Legislature, overseeing a $21.5 million budget and staff of 90, where his work earned national recognition for its impact on governance.
Byerman has also worked as a management consultant, leading a $1.8 million federal-local partnership aimed at enhancing regulatory practices. His academic credentials include dual Bachelor’s degrees in Political Science and History, and a Master’s in Governmental Administration from the University of Pennsylvania, where he was recognized as a Fels Scholar.
Reflecting on his appointment, Byerman remarked, “I am honored to join Chester County as its first CEO and to work alongside the dedicated team that already makes this county a Commonwealth leader in service delivery and quality of life. Erik Walschburger transitions into the role of COO following seven months as Acting County Administrator. A seasoned professional within Chester County government, Walschburger has played a critical role in administrative coordination and operational management over the past two years as Deputy County Administrator. His contributions during this time have highlighted his capacity for leadership, particularly as the county navigated transitional periods.
Prior to his administrative positions, Walschburger served in the Chester County District Attorney’s Office, where he rose to the rank of Chief Deputy District Attorney. Recognized for his prosecutorial excellence, he was named Chester County Prosecutor of the Year in 2018. His experience also includes time as a board member of the Chester Water Authority, further contributing to his deep understanding of local governance.
