HARRISBURG, PA — Governor Josh Shapiro recently announced a substantial investment of nearly $600 million into over 400 projects through the Commonwealth’s Redevelopment Assistance Capital Program (RACP). This strategic move underscores the Governor’s efforts to foster regional growth and improve the quality of life across the state.
RACP, a reimbursement grant program administered by the Governor’s Office of the Budget, is aimed at funding essential projects with significant regional or multi-jurisdictional impact. The program supports the design, acquisition, and construction of projects that stimulate economic growth, create jobs, increase tax revenues, and build resilient communities.
Reflecting on the improvements made to the application process, Governor Shapiro stated, “Every day, my Administration is focused on getting stuff done for the good people of Pennsylvania — and we’re proud to support hundreds of projects across the Commonwealth that will create jobs, grow our economy, and deliver for our communities.” He emphasized the Administration’s commitment to making Pennsylvania a leader in economic development, job creation, and innovation, further stating, “Pennsylvania is open for business and my Administration will continue to work with the private sector, nonprofits, and organized labor.”
This round of RACP funding spans a diverse array of projects throughout the state, addressing infrastructure needs, enhancing cultural and civic centers, and restoring historical sites. Notable investments include $16 million for downtown Pittsburgh’s revitalization, $5 million to expand the FDA-approved baby formula producer ByHeart in Berks County, and $3 million in Erie County for a new manufacturing facility for Folkland Foods.
Other significant projects include the restoration of the historic Scranton Electric Building in Lackawanna County, the expansion of the Da Vinci Science Center in Lehigh County, and substantial infrastructure upgrades at the historic Reading Terminal Market in Philadelphia County. In addition to supporting local development, the investment also extends to statewide programs, such as the expansion of union apprenticeship training, which includes $5 million dedicated to Steamfitters Local 420. These projects collectively represent a significant step forward in Pennsylvania’s economic and community development strategy, promising long-term benefits for residents across the Commonwealth.
