PSERS Prescription Drug Program Receives Prestigious 4.5-Star Rating from CMS

Pennsylvania Public School Employees’ Retirement System (PSERS)

HARRISBURG, PA — In a significant recognition of excellence, the Pennsylvania Public School Employees’ Retirement System (PSERS) has been awarded a 4.5-star rating from the federal Centers for Medicare and Medicaid Services (CMS) for its Prescription Drug Employer Group Waiver Plan. This accolade places the program among the top-rated in the nation for the upcoming 2025 calendar year.

The CMS Star Rating system is a critical tool for evaluating the quality and service of Medicare Advantage and Prescription Drug Programs (PDP). Utilizing a scale from one to five stars, the system assesses several factors, including consumer feedback on service and care, the consistency of enrollment, and the volume of complaints received by Medicare. Additionally, data provided by medical providers contribute to the overall evaluation, ensuring a comprehensive assessment of each program’s performance.

PSERS’ Health Options Program (HOP) is one of only eight PDP plans to achieve a rating of 4.5 stars or higher, a testament to the program’s outstanding service and quality. This achievement is particularly noteworthy given that the average rating among the 41 PDP programs assessed for 2025 was 3.06 stars. PSERS has maintained a rating of 4.5 stars or higher since 2019, underscoring its consistent commitment to providing exceptional service to its members.

Sue Lemmo, Board Vice Chair and Chair of PSERS’ Health Care Committee, expressed pride in the program’s continued high ratings, stating, “We are exceedingly proud to routinely earn high ratings on behalf of our members.” She emphasized the importance of these ratings as a compelling testament to the program’s quality, encouraging prospective enrollees to consider HOP during the 2025 open enrollment period.

The PSERS prescription drug plan currently supports 96,796 retirees and their dependents as of September 30, 2024. The high rating from CMS not only highlights the program’s efficiency and reliability but also serves as a valuable guide for consumers seeking the best prescription drug coverage to meet their medical and financial needs.

As healthcare costs and options continue to evolve, the CMS Star Ratings provide an essential framework for retirees to make informed decisions. PSERS’ achievement reflects its dedication to delivering superior service and ensures its members can access a high-quality prescription drug program.
