Pennsylvania Man Charged with Election Fraud

PHILADELPHIA, PA — United States Attorney Jacqueline C. Romero announced that Philip C. Pulley, 62, of Huntington Valley, Pennsylvania, has been charged on Friday by information with falsely registering to vote, double voting, and election fraud.

The information alleges that in 2018, Pulley registered to vote in both Montgomery County, Pennsylvania, and Broward County, Florida. In 2020, while already registered in those counties, Pulley allegedly registered to vote in Philadelphia County using a false address and social security number.

In the 2020 general election, Pulley is accused of requesting a mail-in ballot in Philadelphia and voting in both Broward and Montgomery Counties. Additionally, in the 2022 general election, which included the United States Senate race, he allegedly voted in both Montgomery and Philadelphia Counties.

If convicted, Pulley faces a maximum possible sentence of five years’ imprisonment, three years of supervised release, a fine ranging from $10,000 to $250,000, and a $100 special assessment for each count.

The case is under investigation by the Federal Bureau of Investigation and the Pennsylvania Attorney General’s Office. Assistant United States Attorneys Nancy E. Potts and Mark B. Dubnoff, with support from James Price, Senior Deputy Attorney General and Special Assistant United States Attorney, are prosecuting the case.

An indictment, information, or criminal complaint is an accusation. A defendant is presumed innocent unless and until proven guilty in a court of law.
