Delaware Establishes Office to Aid Long-Term Care Insurance Consumers

DOVER, DE — Delaware’s Insurance Commissioner Trinidad Navarro has unveiled a new Office of Long-Term Care Insurance within the Department of Insurance. This initiative aims to provide dedicated support and advocacy for residents navigating the intricate landscape of long-term care insurance.

“Long-term care insurance is an increasingly confusing and complex form of coverage. Much like we have dedicated teams for assisting consumers with home and auto insurance, health coverage, and Medicare, increasing contact from residents has shown us the necessity of highlighting the long-term care insurance support we can provide to Delawareans,” Navarro stated.

Understanding Long-Term Care Insurance

Long-term care insurance covers critical expenses related to nursing home care, home care, respite care, hospice care, or adult day care. These policies typically pay a fixed amount per day or per visit to state-licensed facilities or caregivers participating in Medicaid and Medicare. Notably, long-term care services are generally not covered by Medicare, Medicare supplement insurance, or other health insurance plans.

Rising Complexity and Consumer Challenges

As the insurance landscape evolves, consumers face new complexities. For instance, insurers might offer reduced benefit options as alternatives to premium hikes, requiring consumers to make difficult choices with significant coverage implications. The newly established office will provide clarity on such matters.

Specialized Training for Enhanced Assistance

On July 2, over 25 department staff members, including executive leadership and various divisions such as Consumer Services, Life & Health, and the Medicare Assistance Bureau, underwent intensive training on long-term care insurance. This training ensures that the team is well-equipped to assist consumers with their needs.
