Arrest Warrant Issued for Philadelphia Man on Retail Theft and Related Charges

WEST CHESTER, PA — The Westtown-East Goshen Regional Police Department (WEGOPD) announced that on October 6, 2023, an arrest warrant had been issued for a Philadelphia resident on charges of retail theft and related offenses.

The individual in question, Joseph Kemp, 33, was subsequently apprehended by Lower Merion Police in Montgomery County, PA, based on the aforementioned warrant and other local charges. The arrest followed an investigation into a theft reported at the Giant Food Store in Westtown Township.

Kemp has been charged with the following:

  • (1 count) Retail Theft
  • (1 count) Receiving Stolen Property
  • (1 count) Possess Instruments of a Crime

The case is filed under Police report ID# WE-23-17410, with further updates expected as proceedings continue.
