Avon Grove School District Approves $115 Million Budget with No Tax Increase, Eyes Enhanced Safety Measures and Mental Health Support

Newly approved plan seeks to balance prudent fiscal planning, increased safety measures, and essential student mental health support.

WEST GROVE, PA — In a move that melds fiscal prudence with a commitment to student well-being and safety, the Avon Grove School District (AGSD) Board of Directors unveiled a $115,146,393 million budget for the 2024-25 school year in their April 25 meeting. Notable are the budget’s $1.62 million allotment for capital safety and security enhancements, increased provision for student mental health support, and the 0% tax increase for district property owners.

AGSD began a thorough review of safety and security over the past year, gathering invaluable insight from risk assessment professionals, focus groups, online feedback forms, and rigorous research. The result? A multi-faceted plan designed to enhance the safety of all AGSD students and staff.

A key point in the new plan includes hiring a full-time Director of School Safety and Security – a shift from AGSD’s previous practice of contracting this role through the Chester County Intermediate Unit. The district also plans to employ a School Safety and Security Specialist/School Police Officer (SPO) who will be assigned to AGSD. An armed officer in plain clothes, the SPO will help forge positive relationships among students, staff, and the community, and promote a safer environment.

AGSD is one of the few districts in Chester County that currently does not employ an armed officer on duty. In drafting this plan, the district consulted local Pennsylvania State Police leadership who fully support the addition of this role. This move does not affect AGSD’s existing relationship with the State Police.

The budget also allows for the continued employment of three mental health therapists along with a contract with a local counseling service provider. This ensures access to school-based mental health counseling for students (subject to parental consent) who may need further support. This shows AGSD’s recognition of the importance of continued commitment and investment in mental health support, along with fostering a supportive and inclusive atmosphere through a variety of services.

An ambitious, multi-year infrastructure improvement plan is also slated to commence, addressing safety and security in district-owned facilities. Upgrades include new window and door replacements, door access controls, and continuing technology updates such as cameras, secure entrance improvements, and new fencing.

While the specifics of these safety and security plans remain confidential, AGSD emphasizes its unquestionable commitment to this matter. School Board President Bonnie Wolff commended the plan and the process, stating, “I am extremely pleased with this plan and the process that the administration engaged in to address safety and security in such a thorough and comprehensive manner. This provides a significant investment into safety and security, while also being fiscally responsible and wisely allocating our resources.”

Through these strategies and continuous improvement planning, AGSD reaffirms its dedication to fostering a supportive learning environment, establishing healthy system conditions, investing in high-quality teaching and learning, while maintaining fiscal responsibility by avoiding a tax increase for community members.

As the district sets its sights on the future, it stands as a reflection of what can be achieved when budgeting meets innovation, and commitment to safety is intertwined with the wellbeing of its students.
